Prescription drugs constitute the fastest growing and second largest category of health care expenditure in Canada. In delivering a comprehensive drug benefit program for British Columbia, the Pharmaceutical, Laboratory and Blood Services Division of the Ministry of Health is faced with the challenge of optimizing the benefits of prescription drugs while managing the risks and complexities associated with this rapidly evolving sector.

The Pharmaceutical, Laboratory and Blood Services Division comprises of five branches: (1) Therapeutic Assessment and Access, (2) Pharmaceutical Policy, Legislation and Engagement, (3) Integrated Health Services Planning and Systems, (4) Clinical Services and Evaluation and (5) Laboratory and Blood Services.

The Manager, Supply Initiatives develops, executes, and maintains strategies to achieve cost reduction and cost containment for pharmaceutical products (brand and generic) and services to the Province. The Manager develops policies, processes and commercial best practices to solicit and evaluate competitive bids from vendors and leads and/or participates in contract negotiations with manufacturers and other stakeholders. The position manages the production of research and analyses to evaluate strategies and negotiation positions.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • Post-graduate degree in Pharmacy, Public Administration, Business Administration, Commerce, Economics or in a related field and 1 year of related experience, OR
  • Undergraduate degree in Pharmacy, Public Administration, Business Administration, Commerce, Economics or in a related field and 2 years of related experience, OR
  • Completion of a recognized professional accounting designation (i.e. CPA), OR
  • Diploma in Pharmacy, Public Administration, Business Administration, Commerce, Economics or a related field and 4 years related experience OR an equivalent combination of education, training or experience, OR
  • An equivalent combination of education, training or related experience.


Related experience may include any of the following:
  • Experience in developing business cases and complex quantitative/qualitative analyses of commercial opportunities.
  • Experience in commercial negotiations
  • Experience in procurement and supply chain management for pharmaceuticals and/or medical supplies.
  • Experience on complex projects (high public profile, large budgets, multi-year and/or divergent stakeholder issues), and recommending government policy and strategy.
