Reporting to the AVP, Enterprise Capital Management, the Senior Manager will primarily be responsible for oversight of the regulatory capital interpretation framework and associated governance requirements. The main responsibilities will include the following:
Department Overview
The Treasury and Balance Sheet Management (TBSM) department of TD Bank is responsible for overseeing the management of TD's consolidated non-trading market risk, funds transfer pricing measurement framework, funding strategies and liquidity risk, and capital position.
Enterprise Capital Management (ECM), within TBSM, is responsible for managing the bank's capital adequacy and efficiency; capital allocation methodology; regulatory capital interpretation; capital optimization; oversight on subsidiary capital management; coordinating regulatory advocacy; developing and reporting on the banks internal capital adequacy assessment process; supporting the analysis of corporate development opportunities; and forecasting and analyzing TDBG's consolidated regulatory capital requirements
This role contributes directly to the Bank's results by providing advice on the capital impacts of line of business and Bank initiatives, and recommends performance management practices which support efficient and effective capital usage.

- Lead the interpretation of pending/new and existing regulatory capital rules, as it relates to all lines of business and products, in accordance with OSFI Capital Adequacy (CAR) guidelines.
- Maintain the Bank's capital interpretation framework. Set standards for governance, ensuring appropriate frequency of review, internal socialization and consistency in application across all areas of the Bank.
- Develop and maintain an inventory of capital interpretive matters, ensuring that interpretations are logged and traced through to implementation.
- Oversee the ongoing documentation and review of the Bank's inventory of capital interpretations and assumptions.
- Develop strong relationships and ensure appropriate stakeholders and subject matter experts are engaged across Business, Risk, Legal and Finance teams on capital interpretive matters, as appropriate.
- Ensure appropriate effective challenge on interpretations is achieved.
- Lead discussions with the regulator on capital rule clarifications as required
- Manage the internal governance process for new or changing capital interpretations and assumptions
- Stay abreast with regulatory capital developments in Canada and other major jurisdictions
- Maintain a good understanding both of the financial markets in general and the various products and strategies employed by the Bank.

- Strong knowledge and understanding of financial services industry. Previous experience with regulatory rule interpretations or capital experience is considered an asset.
- Experience in Capital Management and/or Credit/Market risk Management, Treasury, and/or Analytics.
- An independent thinker with strong critical-thinking skills and the ability to solve complex issues.
- Ability to mobilize the organization and work across functions with various stakeholders to deliver results.
- Familiarity with financial reporting concepts, accounting standards, and risk management concepts and practices.
- Strong communication skills (verbal and written), with the ability to synthesis thoughts in a clear and concise manner.
- Ability to plan, manage and prioritize multiple responsibilities while meeting tight deadlines.
- Advanced analytical and problem solving skills, with the ability to work with large amounts of data and be forthcoming with solutions.
- Well-developed interpersonal, organizational, and negotiation skills.
- Strong skills with MS Office products, particularly Excel, Access and PowerPoint.
